Project Name: 201–207 Carrington Road, Coogee NSW
Client: Regenesys Developments
Builder: JV Projects
Consultant: Seed Engineer
Project Value: $510,000
Sector: Residential | Multi-Residential Apartments
PSB Air was engaged by JV Projects to complete the mechanical services package for a new multi-storey residential apartment development at 201–207 Carrington Road, Coogee.
Unlike a conventional project, PSB inherited the development after the original mechanical contractor had left the project with significant coordination issues, incomplete works and numerous construction defects. Rather than simply continuing the installation, PSB was required to assess the existing works, identify non-compliant installations, redesign sections of the mechanical services and coordinate closely with JV Projects and the consultant to successfully deliver a compliant, fully operational system. The project comprised basement ventilation, apartment air conditioning, toilet and laundry exhaust systems, kitchen make-up air, car park ventilation, lift shaft relief, gas meter ventilation, mechanical switchboards and rooftop plant serving more than twenty apartments over multiple levels.
One of the defining aspects of this project was recovering an installation that had already progressed under another mechanical contractor. Numerous elements required investigation, redesign and reconstruction before works could continue. PSB worked collaboratively with JV Projects to identify outstanding issues, rectify defective installations and establish a compliant path to completion, ultimately delivering a successful outcome despite the project’s difficult history.
The development incorporated a complete mechanical solution including individual Fujitsu bulkhead fan coil systems serving each apartment, centralised rooftop condensers, kitchen make-up air, toilet exhaust, basement ventilation and common area mechanical systems. The installation required extensive refrigerant pipework, fire-rated risers, coordinated ductwork and architectural integration throughout the building.
Following the contractor changeover, significant coordination with all trades became essential. Hundreds of penetrations, builder’s work openings, risers, façade louvres, rooftop penetrations and plant locations required review and verification to ensure the completed building complied with both the revised mechanical design and architectural requirements.
PSB undertook substantial rectification works to bring the mechanical installation into compliance with the consultant’s design requirements. This included correcting fire-rated penetrations, ductwork installation, equipment supports, seismic restraints, ventilation systems, controls and commissioning, ensuring the completed project met Australian Standards and certification requirements.
PSB Air successfully transformed a difficult contractor handover into a completed, fully commissioned residential development. Through technical expertise, proactive problem-solving and close collaboration with JV Projects and Seed Engineers, the team resolved inherited construction issues, restored confidence in the mechanical package and delivered a high-quality HVAC installation that met the project’s performance, compliance and quality objectives.
This project demonstrates PSB Air’s ability not only to deliver complex mechanical installations but also to recover projects where previous contractors have failed—providing practical engineering solutions, effective stakeholder communication and a commitment to achieving successful project outcomes under challenging circumstances.
Yes. A mechanical contractor can assess existing installations, identify outstanding works and determine what needs to be corrected before construction continues. At Carrington Road, PSB Air reviewed the inherited mechanical services and developed a practical approach to completing the installation in coordination with the builder and consultant.
Defects need to be assessed against the approved design and applicable compliance requirements. Depending on their severity, rectification may involve replacing equipment supports, modifying ductwork, correcting penetrations or redesigning sections of the system before further installation and commissioning can proceed.
Apartment developments have limited space for ductwork, refrigerant pipework, ventilation risers and mechanical equipment. Early coordination between mechanical, structural, architectural and other building services teams helps prevent clashes, reduce rework and maintain access for future maintenance.
Verification involves installation inspections, testing, commissioning and airflow balancing against the approved design and relevant standards. Fire and smoke control interfaces must also be checked where applicable. These processes help establish that the mechanical systems are operating safely and as intended
Yes. PSB Air delivers residential HVAC solutions for multi-storey apartments and other residential developments across Sydney. Its capabilities include air conditioning, mechanical ventilation, system integration and commissioning, including projects requiring redesign or rectification of existing installations.
